Rules

 

  1. Name and Objects

    The club shall be called THE COLOURED BULL TERRIER CLUB and its objects shall be to encourage the showing and breeding of coloured Bull Terriers in accordance with the Kennel Club breed standard.
     
  2. Officers and Committee

    The Club shall consist of a President, Hon. Secretary, Hon. Treasurer, Show Manager, Editor, Committee and an unlimited number of members and honorary life members.
     
  3. Committee

    The management of the Club shall be in the hands of the Officers of the Club and a Committee consisting of nine members, of whom three shall retire annually on a three year rotation.

    Members of the Committee shall be eligible for re-election every three years.

    All Officers and Committee shall have the full voting rights.

    Any Committee member failing to attend three consecutive meetings without substantial reason, shall be deemed to have resigned.

    A quorum for Committee meetings shall be two officers including either the Hon. Secretary or Hon. Treasurer and three other members.

    The Committee shall have the power to co-opt on to the Committee in the event of a position becoming vacant between General Meetings. Those co-opted shall only hold office until the next Annual General Meeting.
     
  4. Election of Officers, Committee and Members

    The Committee shall nominate the Officers from the Members of the Club, and such nominations shall be confirmed at the Annual General Meeting.

    The President’s term of office shall be three years, all other Officers shall be nominated annually

    The Chairman of the Committee shall be elected annually at the first Committee meeting after the Annual General Meeting.

    To be proposed for election to the committee an individual must have been a member for at lest two years, must have attended at least one of the three previous Annual General Meetings, and must be proposed and seconded by two other fully paid up members.

    Any individual may apply to join the Club and will be accepted into membership upon payment of the subscription subject to the approval of the Committee at its next meeting
     
  5. List Of Members

    The Club must make a list of members and their addresses available for inspection by members of the Club or by the Kennel Club.
     
  6. Voting Rights

    Each member and joint member shall be entitled to vote after one full year of membership

    Proxy votes are not allowed

    At Committee meetings voting shall be by secret ballot or show of hands as directed by the majority

    At General Meetings voting shall be by secret ballot.

    Committee Members shall be elected by postal ballot, and the envelopes containing the voting slips shall be returned to the Hon. Secretary and shall remain unopened until the General Meeting which shall appoint tellers and receive the election results
     
  7. Club Property

    The property shall be vested in the Committee. In the event of the Club ceasing to exist, a General Meeting shall decide the disposal of the Club’s assets and the outcome of the meeting notified to the Kennel Club.
     
  8. Club Accounts

    A banking account shall be held in the name of the Club into which all revenue of the Club shall be paid and from which withdrawal shall be made on the signatures of the Hon. Treasurer and the Hon. Secretary.  The accounts shall be certified annually and posted to the Members at least two weeks before the Annual General Meeting.
     
  9. Subscriptions

    The Annual subscription shall be such amount as agreed by Members in General Meeting and notified to the Kennel Club

    No member whose subscription is unpaid is entitled to any of the privileges of membership and if a member shall fail to pay outstanding subscriptions by the first day of April his/her name shall be erased from the Register. Acceptance back into membership will be dependent upon a new application and payment of arrears.
     
  10. Expulsion of Members

    Any member who shall be suspended under Kennel Club Rule A42j(4) and/or disqualified under Kennel Club Rule A42j(8) shall ipso facto cease to be a Member of the Club for the duration of the suspension and/or disqualification

    If the conduct of any Member shall, in the opinion of the Committee of the Club be injurious to the character or interests of the Club, the Committee of the Club may, at a meeting the notice convening which includes as an object the consideration of the conduct of the Member, determine that a Special General Meeting of the Club shall be called for the purpose of passing a resolution to expel him/her.

    Notice of the Special General Meeting shall be sent to the accused Member, giving particulars of the complaint and advising the place, date and hour of the Meeting that he/she may attend and offer an explanation. If at the Meeting, a resolution to expel is passed by two-thirds majority of the Members present and voting, his/her name shall forthwith be erased from the list of Members and he/she shall thereupon cease for all purposes to be a Member of the Club except that he/she may, within two calendar months from the date of such Meetings, appeal to the Kennel Club upon and subject to such condition as the Kennel Club may impose.

    No person whilst an undischarged bankrupt may serve on the committee, or hold any office or appointment within a Kennel Club Registered Society. Any member who shall be suspended by the Kennel Club and any member whose dogs are disqualified under Kennel Club rules shall, ipso facto cease to be members of the club.
     
  11. Financial Year and Annual General Meetings

    The financial year shall be from the first day of January to the last day of December.

    The Annual General Meeting shall be held before the last day of April.
     
  12. Annual General Meeting

    The Business of this Meeting is-

    To receive the reports of the Committee and the certified account of the preceding financial year.
    To confirm the election of Officers.
    To receive the results of elections to the Committee
    To discuss any resolution duly placed on the Agenda of which prior notice has been given to the Hon. Secretary in accordance with the notice calling the meeting.

    Notice of this Meeting shall be given in writing either in the Club Bulletin or by post at least six weeks before the date of the meeting.

    No business shall be transacted at an Annual General Meeting unless notice thereof appears on the Agenda, with the exception of routine matters or those which in the opinion of the Chairman of the Meeting are urgent.

    Nominations for election to the Committee or items for the Agenda must be received by the Hon. Secretary at least four weeks before the Meeting

    The Agenda will be circulated at the meeting.

    The quorum for General Meetings shall be seven including at least two Officers.
     
  13. Special General Meetings

    A special General Meeting shall be summoned by the Hon. Secretary if twenty Members send a signed requisition stating the subject to be discussed and requesting a Special General Meeting to do so.

    The Committee of the Club is also empowered to call a Special General Meeting.

    The Hon. Secretary shall call the requisitioned Meeting within six weeks of receiving the request and shall give notice of the Meeting and details of the Agenda either by means of advertisement in Our Dogs and Dog World or by post to all Members at least two weeks before the date of the meeting.

    No business other than that detailed on the Agenda can be discussed at a Special General Meeting.
     
  14. Amendment to Rules

    The rules of the Club may not be altered except at a General Meeting, the Agenda for which contains specific proposals to amend the Rules.

    Any proposed alteration to the rules may not be brought into effect until the Kennel Club has been advised and approved the alteration.
     
  15. Annual Returns To The Kennel Club

    The Officers acknowledge that during the month of January each tear, Maintenance of Title fee will be forwarded to the Kennel Club by the Hon. Secretary for continuance of Registration and that by 31st July each year, other returns, as stipulated in Kennel Club Regulations for the Registration and Maintenance of Title of Clubs and Breed Councils and the Affiliation of Agricultural Societies and Municipal Authorities be forwarded to the Kennel Club.

    The Officers also acknowledge their duty to inform the Kennel Club of any changes of Secretary of the Society which may occur during the course of the year.
     
  16. Kennel Club Final Court Of Appeal

    The Kennel Club shall be the final court of appeal in all matters of dispute
     
  17. The Club shall not join any Federation of Societies or Clubs
     
  18. Judges Lists

    The Club shall produced and revise annually list of Judges which shall be dived into three parts, A1, A2 and B.

    List A1~ shall indicate all of those Judges whom the Club would support and who have been previously approved by the Kennel Club to award Challenge Certificates in the Breed

    List A2~ shall list any persons whom the Club would support to award Challenge Certificates but who have not yet been approved by the Kennel Club.

    List B~ shall indicate all persons whom the Club would support to judge without Challenge Certificates.

    These lists shall be produced by the Committee taking into account the experience of persons in the Breed.

    These rules were adopted at Annual General Meeting held at the Kennel Club on Wednesday, 8th April 1992.
